Italy's census of Roma camps is racist - The Guardian

Seventy years ago this month Italy's Fascist regime published a "Manifesto of Race", which paved the way for its notorious racial laws persecuting Jews and members of other supposedly "inferior" minorities.

Now the country's rightwing government has stepped up special measures against another entire ethnic grouping — the Roma — provoking warnings by a Catholic publication that Italy was forgetting the lessons of the past.

The interior minister Roberto Maroni, of the xenophobic Northern League, declared that the authorities will go ahead with a census of Roma camps in Italy's largest cities. This will involve taking photographs and fingerprints of children as well as adults. Unicef has protested that this is discriminatory and a violation of the UN's Declaration of the Rights of the Child.

The popular Catholic magazine Famiglia Cristiana denounced the move as "an indecent and racist proposal" reminiscent of "when Jewish children were identified with a yellow star on their sleeves". It declared that "Italy still hasn't come to terms with its tragic responsibilities and has not shown enough shame" about its racist past. This is particularly true of the present government "if a minister injects the concept of race into the country's laws".

Minister Maroni instead claims he is protecting minors from adults who use them to commit crimes, thus insinuating, not for the first time, that all Roma are criminals.

The same attitude was taken this week by Italy's highest court of appeal, which published the grounds for its decision in March to overturn the conviction of the mayor of Verona, Flavio Tosi, and four other members of his Northern League party, for racially discriminatory propaganda.

Tosi had written a petition in 2001 calling for the demolition of all Roma camps in Verona, later stating that wherever Roma arrived, there were thefts. The court declared that "discrimination based on diversity is different from discrimination based on somebody's criminality", effectively ruling that to call all Roma criminals is acceptable discrimination. This decision is a heavy blow to civil society organisations who hope to fight such inflammatory claims through the courts.

Meanwhile a recent Eurobarometer study of discrimination in Europe has shown Italians to be the most intolerant population of the 27 EU member states. While on average 24% of EU citizens declared that they would feel "uncomfortable" having Roma neighbours, in Italy this rose to 47%, and where the average number of people with Roma friends was 14%, in Italy this was a mere 5%. This might indicate that the cause lies not so much with the Roma as with an unresolved problem of racism in the country.

While nobody is suggesting that the new measures are as brutal as Italy's persecution of the Jews, numerous commentators have warned that if not nipped in the bud this racist tendency could get alarmingly out of control.

E vabbè, il The Guardian è comunista, non è attendibile. Anche la CEI ha detto che va bene prendere le impronte ai bimbi Rom, quindi stiamo a posto.

Mi piange il cuore ogni volta che torno a Bologna e la trovo sempre più bigotta e razzista. Non saprei bene da dove si potrebbe cominciare per cambiare le cose. Forse dalla stampa, che è così propagandistica e ottusamente schierata. Ogni volta che leggi un titolo sull'orripilante sito de La Repubblica è tutto un "Rumeno stupra povera donna indifesa", "Magrebini rubano auto a umarell", "Albanese si vende la nonna per un iphone". Ma come si fa a cominciare sempre a dare le informazioni partendo dalla razza o dalla nazionalità?! I giornali Italiani andrebbero in gran parte eliminati, gli Italiani dovrebbero andarsi a prendere le notizie e i commenti su fonti estere, anche per vedere diversi punti di vista. Ma d'altronde ogni volta che un giornale straniero critica l'Italia, i giornali Italiani si arrabattano a dire 'ecco, brutti razzisti'. Il cerchio si chiude, e come diceva Luttazzi, la Lira s'impenna.

E dire che noi siamo tra i più grossi gruppi di emigrati al mondo! Dovremmo saperne qualcosa di intergrazione e ingiustizia. Bah.

(PS: Il Guardian non è poi così comunista, neh. E' New Labour=centrosinistra, molto centro e poca sinistra. Confrontate con l'articolo equivalente dell'Independent... "Italy's "security emergency" is a strange and distracting phenomenon which has been brewing up slowly for the past decade as economic growth slowed to a stop.(...) sono certa che hai colto l'ironia nel mio commento.
I comunisti non esistono più, li vede solo berlusconi.
Il fatto è che il The Guardian è un giornale libero in un paese civile, tutto qui.

@ Stella: scusa. Ma se mi metto a tradurlo diventa una cosa molto lunga e poi ci sarebbe il problema dell'interpretazione ecc. Qui di seguito un sunto di quel che si dice nell'articolo, direi che la sostanza c'è tutta:

Sì, sì, Anna, avevo colto l'ironia. Volevo solo fare il confronto tra un giornale relativamente moderato e uno che invece le dice molto esplicitamente. Paese libero, anche lì, non so, ma meglio che nella terra dei cachi sicuramente... Dal punto di vista media e informazione abbiamo sicuramente da baciarci i proverbiali gomiti, specie per quanto riguarda la BBC. Ciao!

Il razzismo in Italia c'è e tanto purtroppo, per me siamo tutti uguali sia neri gialli e bianchi.
Non dimentichiamo quando eravamo emigranti noi e come ci hanno trattato.
Tra tanti che arrivano nel nostro paese qualche mela marcia c'è siamo pronti a puntare il dito contro dimenticando le nostre mele marce, marciume con i colletti bianchi e non.

Magari qualche fascista italiano pensa che il The Guardian abbia come direttore un magistrato che sta indagando contro Berlusconi e per giunta comunista. Siamo la barzelletta d'Europa, con dei ministri talmente ignoranti da non saper parlare bene l'italiano e dediti a legiferare per limitare la libertà altrui, di noi italiani e dei cittadini stranieri.

Ha ragione il Guardian, anche se secondo me usa toni troppo buonisti e leggeri, in Italia c'è un irrisolto problema di razzismo, il problema però, è che questo è continuamente alimentato e fomentato dalla politica e dai media fascisti di Berlusconi, che avendo circa il 90% della diffusione di notizie riesce a far presa su una massa di gente piuttosto grande (e ignorante).

Salve...anche se io scrivo spesso in versi l'argomento l'ho toccato!
Trovare quì l'articolo può solo farmi incazzare...tanto di capello al the Guardian, concordo pienamente con tutti Voi. Bruciano i campi nomadi...bruciano i principi e sputano sulla Costituzione. Qualche italiano si è dimenticato di aver esportato in casa d'altri rogne molto gravi???
Non che altrove siani tutti santi...ma in Italia quello che sta capitando fa paura. Come dice Cesco siamo in mano a gente demente, io comunque leggo ugualmente...finchè non limiteranno anche questa libertà, perchè leggere e vedere in pratica cosa succede fa solo un grande bene.
Quando poi i media esagerano trovi sempre la ragione o il riscontro.
per finire in Italia il razzismo non è mai finito...è sempre esistito.
